IBM has an opening for a Federal Health Account Leader as part of the Federal Civilian and Healthcare Team within IBM Global Business Services (GBS) to join our talented, dynamic team
The key responsibilities for this position include:
Lead growth and development of new business opportunities within IBM’s current Federal Health Portfolio, across one or more of the following key accounts – the Centers for Medicare & Medicaid Services (CMS), Health and Human Services (HHS) and Operating Divisions.
Key responsibilities may include:
Develop and manage relationships with clients and key business partners to identify and capture new programs and contracts
Support solution and proposal development to include teaming strategy, creating and/or reviewing proposal content, level of effort and schedule
Outline and execute win strategy for Federal Health opportunity pursuits Opportunity life cycle ownership from identification through capture management and proposal development; participation in gate reviews and advising the executive team on opportunity pursuit rationale and win strategy
Collaborate with multiple internal teams and practice area/delivery teams during the opportunity life-cycle phase
Articulating the client perspective from opportunity introduction through contract delivery
Collaborate with IBM Practice Area’s and delivery teams to stand up Fed Health Programs with an emphasis on financial forecast and execution
Support Business Development functions, including but not limited to:
Annual strategic account plan formation with regular updates
Understanding competitive and collaborative landscapes
Identify new technologies and collaborate with IBM Practice Area’s to deliver innovative solutions to Federal Health Agencies and clients
Support successful delivery and execution of contracts/projects across one or more accounts to meet performance, schedule, and financial targets
Build and nurture a high performing Team across the Fed Health Portfolio
Mentor and collaborate with other Fed Health Account Team members and identify career development opportunities; provide clear direction and regularly communicate expectations and feedback to individuals and teams
Build and maintain relationships with clients, stakeholders, and teaming partners; proactively monitor project performance, stakeholder priorities, and manage program focus, direction and team activities accordingly
Understand and prioritize key contract, as well as program goals and outcomes;
Assist and collaborate with program execution when and if challenges arise
Become an IBM Trusted Advisor across the Fed Health portfolio both internally and externally with clients and business partner
Skills & Requirements:
Ability to oversee multiple programs and/or projects within the Federal Health Portfoloio providing managing oversight of Program Executives, Project Managers and/or Project Leads, which includes scrutinizing P&L for all programs and projects within purview.
Ability to work in a fast-paced environment, handle multiple, concurrent activities with short turn-around times with multiple internal and external customers
Excellent communication skills both written and verbal

Required Technical and Professional Expertise
Bachelor’s Degree in Information Systems, Math, Engineering, Business, or related field; Master’s Degree a plus.
Must have 10+ years of Industry/Government experience related to managing T&M, FFP, CPFF, FPP/LOE and/or IDIQ task order and contracts with the Federal Government
Requires a minimum of 15 years of management experience with proven leadership skills
Minimum 10 years of supporting HHS and/or it's operating divisions: Candidates must be US citizens
Ability to conduct independent research to lead or support the resolution of complex questions and issues
Excellent writing skills
Excellent oral communication and presentation skills
Preferred Technical and Professional Expertise
At least 15+ years experience in working in the Federal Health Industry
At least 15+ years experience in selling and delivering consulting services to CMS, HHS Operating Divisions, VA, DHA and/or SSA
Executive or Senior Leadership level experience at one or more CMS, HHS Operating Divisions, VA, DHA and/or SSA
Advance degree and/or applied experience in bioinformatics, clinical informatics or academic research approaches and principles
Federal Health industry eminence; blogs, articles, etc
