IBM Procurement Sourcing Professional for Japan Services and General Procu in DALIAN, China


Japan S&GP is an organization handling end-to-end Procurement activities including market research, spend analysis, source selection, fair value determination, negotiation, contracting, and following up the delivery of services and goods IBM purchases from suppliers. A Procurement Sourcing Professional conducts the end-to-end procurement activities for a responsible internal client. A Procurement Sourcing Professional usually has one or a few commodities he/she dedicatedly supports.

Your Role and Responsibilities

Detail Job Description:

As a member of IBM Japan Services and General Procurement, you will handle following procurement and sourcing activities:

  1. Activities related to Strategic Sourcing

  2. Analyze the commodity spend and come up with a sourcing strategy to reduce the cost of internal clients

  3. Research markets in order to look for supplier engagement opportunity and verify existing suppliers’ competitiveness

  4. Issue RFP’s select the right suppliers to realize the sourcing strategy. May act as a leader or follower of a task team of a big RFP project

  5. Collaborate with internal clients to determine the supplier selection criteria and evaluate suppliers’ proposals against it

  6. Analyze fair value price of the commodity and achieve it through negotiation with suppliers

  7. Create contracts and negotiate the terms and conditions with suppliers

  8. Monitor the performance of the suppliers after the closure of RFP and ensure the achievement of strategic objectives

  9. Activities related to tactical sourcing and procurement operation

  10. Receive sourcing requests from internal clients and confirm the requirements

  11. Obtain quotation from a core supplier who is already entitled through the strategic sourcing activity

  12. Ensure the supplier’s quotation follows the agreed contract terms and conditions

  13. Conduct competitive bidding among suppliers when a core supplier for the commodity is not predefined or not available

  14. Document the supplier selection reason and fair value determination analysis

  15. Negotiate to flow down contract terms and conditions from customer contract when it is necessary

  16. Process supplier registration and qualification when a new supplier is needed

  17. Negotiate base agreement and other related procurement agreements when registering a new supplier or when needed to refresh the existing agreements

  18. Issue PO manually when Hands-Free PO solutions can’t be applied

  19. Amend PO when the change is needed by an internal client

  20. Follow up the delivery of the goods and services from suppliers when they are not delivered in time

  21. Follow up the receipt process by an internal client when it is not done in time. Expedite payment process may be needed, too

Both internal clients and suppliers are located in Japan, so the daily job will be done remotely from Dalian. In addition, you will join the cross country organization. Team consists of the members from Tokyo, Shanghai, and Chengdu. First Line manager will be either in Tokyo or Shanghai dependent on the first line organization you will be appointed.

Required skills:

  • Fluent Japanese language skill. JLPT N1 is required. Need to read, write, listen, and speak Japanese every moment. Most of the business communication is done in Japanese.

  • Business level English language skill. TOEIC 700 or equivalent is required. Many of the trainings and guidance are given in English. TOEIC 800 or above is preferable in order to increase the opportunity to communicate with executives located worldwide.

  • Communication and negotiation skills. Need to be demonstrated by experienced examples in the career.

  • Logical thinking skill to develop sourcing and negotiation strategy

  • 8 years of experience in working in Procurement or Sourcing organization. Experience in sourcing activity is more preferable.

  • Experience in leading a team

  • Experience in solving conflicts with stakeholders outside of the department

  • Basic IT skills to use multiple web applications and tools effectively

  • Basic knowledge of IT industry and IBM strategy

Preferable/value-added skills:

  • Business data analysis

  • Financial analysis or accounting skills

  • Basic knowledge of business legal and intellectual property right

  • Experience in working in sales or IT delivery organization

Required Technical and Professional Expertise

Fluent in spoken and written Japanese language (Business)

Strong PC Skill in Excel, Powerpoint, Word

Strong analytical skills and good knowledge of cost analysis

Strong sense of responsibility and ownership

Ability to work in a matrix organization and ability to interact globally

Strong communication skills

Self-motivated, team player, creative, well organized

Able to work under pressure and tight schedules

Preferred Technical and Professional Expertise

Fluent in English is preferred.
